Commercial Module
Workspace >The Commercial Module is where the commercial issues around a DVB work item are discussed, with the consensus embodied in a set of Commercial Requirements governing each and every DVB specification.
DVB’s success is underpinned by a market-led approach driven by the CM. This ensures that technical work is completed to a set of functional requirements, cost targets and deadlines.
The group first produces Commercial Requirements, and then validates each technical specification against these Commercial Requirements before passing it for final approval to the DVB Steering Board.
Study Missions
When new work is proposed by a DVB Member or the DVB Steering Board, the Commercial Module will often choose to first launch a Study Mission.
Current on-going study missions are as follows:
- Object-Based Media (CM-SM-OBM) – led by Elfed Howells (Huawei); see launch announcement
- Volumetric Video (CM-SM-VV) – led by Paul Higgs (Huawei)
- Film Grain Synthesis (CM-AVC-FGS) – led by Ken McCann (for Dolby)

Sub-group(s)
CM-AVC (Audio & Video Coding)
Workspace >The group is tasked with developing commercial requirements for audio and video encoding formats for Contribution and Distribution applications within broadcast and broadband environments.
CM-CI-Plus (Common Interface)
Workspace >DVB’s original Common Interface standard was published in 1997, and extensions to it were published in 1999. The CI Plus LLP consortium developed the CI+ specification, up to V1.3, which mainly added the feature of a secure return link to the host. Further work on the CI+ specification, starting with V1.4, is being undertaken within the DVB Project, with this group defining the Commercial Requirements.
CM-EE (Energy Efficiency)
Workspace >CM-HB (Home Broadcast)
Workspace >DVB and the SAT>IP Alliance agreed to a liaison under which DVB would take care of future versions of SAT>IP specification, with the work taking place in the CM-HB group. Commercial Requirements have been created for a future DVB-HB specification that will aim to create a standardized and simple technical framework enabling the easy delivery of signals and content received over a DVB-S/C/T service bearer to in-home devices not equipped with a DVB interface but with IP interfaces, using the existing in-home IP network (e.g. WiFi).
CM-I (Internet)
Workspace >CM-I was created to define Commercial Requiremetns for stand-alone live TV services over IP. This is an important new work item for DVB, identifying additional needs, in addition to DVB-DASH, to distribute linear DVB channels over the open internet with the same quality of experience as DVB-S/C/T or IPTV. DVB-I will look to maximize commonalities with other members of the DVB standardization family.
CM-S (Satellite)
Workspace >This group analyses the relevant commercial aspects for all kinds of broadcast and broadband transmissions via satellite, as well as defining Commercial Requirements for further enhancements to the DVB-RCS standard that defines a complete air interface specification for two-way satellite broadband VSAT (very small aperture terminal) systems.

CM-SEG (Security Experts Group)
Workspace >This sub-group provides support to the CM and CM sub-groups on matters related to content security at a commercial level.
CM-TA (Targeted Advertising)
Workspace >CM-TA prepares the Commercial Requirements for DVB’s Targeted Advertising specifications. The first set of CRs were approved in 2018 and the work is now focused on the technical side, both within the DVB Technical Module and via liaison with the HbbTV Association.
