NTVCU considers pay-DTT services

The National Council for TV and Radio Broadcasting (NTVCU) is considering making licences available for the provision of pay-DTT services. This is because the advertising market in the Ukraine is small which may mean that the free-to-air model currently being considered is not sustainable.
The NTVCU is also preparing plans for the provision of DTT receivers for low-income households. These households would be eligible to purchase receivers at UAH 300 (€26).
It is expected that 8 million households will qualify for the programme and that a total of 12 million receivers will be sold. In addition, a further 1.5 million households will be given receivers free of charge.
