General Assembly
The General Assembly is the highest body in the DVB Project and meets once a year, usually in October. All Members are represented in the General Assembly. The current Chairman of the General Assembly and the Steering Board is Mr. Phil Laven.

Steering Board
The Steering Board is elected by the General Assembly and meets every 3-4 times annually. It sets the overall policy direction for the DVB Project and handles the its coordination, priority setting and management, aided by three Ad Hoc Groups on Rules & Procedures, Budget and Regulatory issues. The Steering Board approves DVB specifications and offers them for standardisation to the relevant international standards bodies.

Modules
The DVB Project is divided in four main Modules, each covering a specific element of the work undertaken. The Commercial Module and Technical Module are the driving force behind the development of the DVB specifications, with the Intellectual Property Rights Module addressing IPR issues and the Promotion and Communications Module dealing with the promotion of DVB around the globe.

Working Groups
The ad hoc Working Groups are where the real development of the DVB specifications takes place. Originating from the Modules and focussing on specific topics, they work towards clearly defined goals. Made up of experts they are the beating hart of the DVB Project.

Observers
A number of organisations have been granted a non-voting Observer status, including such entities as the European Broadcasting Union, the Motion Picture Association, the Korean Electronics and Telecommunications Research Institute and CableLabs®.
